Environmental Site Assessment Services

EAC utilizes a two-phase approach (Phase I and II) in the evaluation of potential environmental risks associated with real property. These evaluations are conducted in accordance with the scope and limitations of American Standards for Testing and Materials (ASTM) Practice E-1527-05 and the "All Appropriate Inquiry" (AAI) EPA Rule 40 CFR Part 312. The technical methodology employed in EAC's Phase I Due Diligence program, allows an individual or corporate entity to meet the qualifications for "the innocent land-owner defense" or "innocent purchaser defense" as prescribed by CERCLA, Section 107(b)(3) as follows:

"...the defendant must have undertaken, at the time of acquisition, all appropriate inquiry into the previous ownership and uses of the subject property consistent with good commercial and customary practice in an effort to minimize liability...."

A Phase I Environmental Site Assessment consists of an "all appropriate inquiry" into the site's environmental history including:

A site visit and evaluation with personal interviews, which identify possible past, present, or potential environmental concerns or risks including hazardous waste storage or spills, impoundments, septic systems, leach beds, drums, containers, hazardous substance or petroleum-product use, etc.;
A review of pertinent data for the site, adjacent properties, and properties within the vicinity including regulatory information from Federal, State, Regional and Local agencies, geologic reports, previously conducted site investigations, aerial photographs, MSDS material, historical city directories, Sanborn maps, UST and AST records, permits, etc. which may identify environmental concerns for the site; A review of the site's prior ownership with a minimum of a 50-year environmental search (i.e. title search);

A Phase I Environmental Site Assessment consists of an "all appropriate inquiry" into the site's environmental history.

 


Continuous contact with the client concerning the information gathered and its relevance to the environmental condition of the subject site; and, Preparation of the Phase I report which summarizes findings of the historical research and assesses the degree of potential environmental concern for the site. When recommended by EAC, a Phase II Environmental Site Assessment serves to confirm or deny the potential presence of environmental impacts at the subject site as discovered and identified in the findings of the Phase I ESA.

A Phase I Environmental Site Assessment consists of an "all appropriate inquiry" into the site's environmental history.

EAC will provide a detailed breakdown of the scope of work recommended for a Phase II ESA and it will be discussed with the client prior to initiating the work.

After the scope of work is formally approved by the client, EAC will implement the required field work in a timely and efficient manner. All work is performed in accordance with Florida Department of Environmental Protection (FDEP) Guidelines and EAC's Quality Assurance Plan (QAP #93-0135G) which is approved and on file with the FDEP in Tallahassee, Florida.

Phase II Environmental Site Assessment may consist of:
Groundwater and/or Soil Evaluation

  • Soil sampling combined with laboratory analyses in order to identify suspected contaminants in the soil at the site
  • Soil borings in conjunction with Organic Volatile Aromatic (OVA) vapor screening;
  • Installation of temporary or permanent monitor wells allowing the collection of groundwater samples for laboratory analyses to identify suspected contaminants;
  • Hazardous substance and sludge analyses; and,
  • Lead in drinking water surveys.
Phase II Environmental Site Assessment may consist of: Groundwater and/or Soil Evaluation

Contamination Assessments/Tank Closures

Contamination Assessments/Tank Closures
EAC's environmental professionals are highly trained, and qualified to perform Underground Storage Tank Closures and conduct Contamination Assessments (CA) for petroleum handling facilities that are governed by Florida Administrative Code (F.A.C.) Chapters 62-770, 62-761 and 62-762 Upon initiation of a formal Contamination Assessment or Tank Closure, EAC geologists and technicians would supervise and manage all field activities, compile field data and draft the assessment or closure report that would be ultimately submitted to the respective government agencies. All field activities performed in conjunction with a Contamination Assessment or Tank Closure are performed in accordance with Florida Department of Environmental Protection (FDEP) Guidelines and EAC's Quality Assurance Plan (QAP #93-0135G) which is approved and on file with the FDEP in Tallahassee, Florida.

Components of a Contamination Assessment or Tank Closure may consist of:

  • Underground Storage Tank Removal and Disposal
  • Monitor Well Installations
  • Project Management
  • Aquifer Evaluation Studies
  • Data Reduction and Interpretation
  • Laboratory Analyses
  • Report Preparation
    • Filing appropriate reimbursement applications on behalf of client /
  • Regulatory follow-up
  • Liaison with state and federal regulatory agencies

Remediation Contracting / Petroleum Contamination Cleanup / Site Rehabilitation

EAC is a Florida Department Of Environmental Protection approved Cleanup Contractor (FDEP Contractor I.D.# 00786) with approximately 55 petroleum contaminated site's under management within the State of Florida Petroleum Cleanup Program (Inland Protection Trust Fund sites). EAC is a Licensed Geologic and Engineering Firm in the State of Florida and is highly skilled in assessing dissolved and free phase petroleum plumes in the aquifer. EAC also has considerable experience with in-site petroleum cleanup at active businesses such as gasoline stations and other facilities, via the installation of remedial systems such as Air Sparge (AS) / Vapor Extraction Systems (VES). Biological enzyme augmentation is also introduced in the above scenarios to expedite the cleanup of groundwater. EAC has also managed over 2 dozen sites where Source Removal Excavations combined with Open-Hole Air Sparging was utilized to rehabilitate the property.

Asbestos Consulting Services

Asbestos Consulting Services

EAC routinely provides services related to identifying Asbestos Containing Material (ACM) and managing ACM in place as part of an O & M Plan. EAC's staff (EPA Accredited Asbestos Surveyor's and Licensed Asbestos Consultants) have the knowledge, expertise, and experience required to provide a full range of asbestos services and consulting.

Asbestos services may consist of sampling suspect materials, providing laboratory analysis of materials (PLM, PCM, and Point Counting), writing Operations and Maintenance Plans (O & M) as well as compiling the final technical asbestos report. Asbestos Consulting does not end upon delivery of the final report, however. Upon the positive identification of ACM within a structure, EAC then works diligently with client to assure that a competent Asbestos Abatement Contractor is selected to remove and properly dispose of the ACM in accordance with all State and Federal Guidelines.

Asbestos consulting services may consist of:

  • Conducting Asbestos Surveys / Sampling of suspect materials
  • Providing laboratory analysis of materials - PLM, PCM, and Point Counting
  • Writing Operations and Maintenance Plans (O & M)
  • Report preparation with technical conclusions and recommendations
